Independent Review into the Management and Case Handling of Non-Recent Allegations of Abuse within the Seventh-day Adventist Church, UK and Republic of Ireland

At the BUC Executive Committee meeting in December 2024, it was voted to commission an independent panel to review the existing BUC Safeguarding Policy—a framework that underpins the processes, procedures, and practices of safeguarding across Conferences, Missions, and local Churches within the BUC territory. This decision was prompted by the allegations that were brought to the nation's attention in late October 2024, highlighting an overlooked but notable gap: the policy’s lack of clear guidance regarding the management of non-recent allegations of abuse. 

The independent review panel comprised of safeguarding specialists who had contributed to serious case reviews, the development and scrutiny government legislation, the development and delivery of national safeguarding training, and the design and delivery of robust policy structures to protect vulnerable groups—including children and young people. 

The panel’s task demanded an informed examination of the church’s response when allegations of abuse—sometimes decades old—come to light. It called for sensitivity to the lived experiences of victims and survivors and the need for due process. It required a theological understanding of justice, accountability, healing and forgiveness from various lenses. 

In March 2025 the panel presented their findings and recommendations to the Executive Committee marking a pivotal moment in the Union’s history – moving from recognition to response. 

The panel further provided a drafted recommended addendum to the Safeguarding policy providing specific guidance to the Union in handling non-recent abuse allegations. It was acknowledged that this addendum ought to be read in conjunction with the wider safeguarding policy as it includes: a definition of non-recent abuse, a clear statement of approach, guidance on supporting families—both victims and alleged perpetrators, and a detailed outline of the process to manage disclosures. This addendum has been designed to ensure that all parts of the Church operate with clarity, consistency, and compassion in such sensitive matters. 

As the BUC moves forward, the leadership will continue to make decisions that enable them to listen, to learn and leverage learning. Such efforts will prayerfully shape a renewed church across the UK that is rooted in values such as integrity, valuing people, trust and accountability and transforming lives, as it strives to live out the mission and commission of our soon coming Saviour.
